MAJOR UPCOMING CONTRACT OPPORTUNITY: General Services Administration (GSA) Best-in-Class Multiple Agency Contract (BIC MAC)

BACKGROUND:  GSA is currently developing a next generation Best-in-Class (BIC) Multiple Award Contract (MAC) designed to better address federal agency mission requirements in the wake of evolving policies, changing threats and emerging needs.  BIC MAC is anticipated to be more far comprehensive than the current $10 billion per year OASIS integrated services contract.  

To meet anticipated government contractor demand, GovFlex is expanding our network of 1099 freelance experts and consultants with related capture and business development backgrounds, and ultimately those with expertise in a broad array of domain areas likely to be included in this upcoming major indefinite-delivery-indefinite-quantity contract.  The advantage goes to those who act now.      

INITIAL STEPS FOR INDUSTRY:  The initial Request for Information (RFI) has been issued, and the first Industry Day has been scheduled for April 1, 2021.  Now is the time to lean forward for those companies which are seriously interested in the many opportunities that will result.  GSA is seeking feedback on conceptual and acquisition strategy topics.  

GENERAL DOMAINS:  At this time GSA is anticipating 9 to 15 domains in the initial release of the contract.  Current assumed general domains include: Tech & Engineering, R&D, Management and Advisory Services, Business Administration, Financial Services, Environmental Services, Marketing & PR, Logistics, Facilities and Human Services (HR, Legal & Social Services).  

SPECIALIZED DOMAINS:  In addition the following specialized domains have been identified to date:  Base Operation Support Services, Counterintelligence, C4ISR, Major Professional Services Acquisitions (large dollar value professional services) and OCONUS.

Jason Miller’s Federal News Network interview with GSA’s Jill Akridge provides valuable perspective on the issues and timelines.  Ms. Akridge notes that the request for proposals is anticipated to come out in early fiscal year 2022, with initial awards anticipated in early calendar year 2023.
